This PR adds support for applying a network tag to the Dataproc cluster that's created for the image smoke test. This tag can be beneficial when using networks that allow traffic between Dataproc machines based on network tags, as otherwise the creation of the Dataproc cluster will fail because the VMs can't communicate.
