Python 3.11 just came out today, so wheels may not be available immediately for our dependencies. We could either look at manually building wheels, or wait a few days. (I opt for the latter -- there's no inherent rush at nabbing this release).

Looks like we're now stuck on: google/brotli#984

We could build brotli ourselves, but that would require either moving away from the -slim images or at minimum adding something like sudo apt-get install gcc g++ and perhaps python-dev in the image.
