Update Boost download URL #3776

This changes the Boost URL to the SourceForge link, so CI works again.

So, uh, this actually broke setup for some people. SourceForge usually doesn't allow direct downloads, often it feeds you a web page first, and that can confuse some download clients. We need a different download source.

The original JFrog links have been restored so I think we can revert this back. Builds on the develop-macready branch have been stable the past few days (which uses the old link).

Ah, my statement about builds being stable in develop-macready was incorrect as I remember I had to re-run one of my branches.

Either way, the original JFrog links are back so I think we should revert to avoid the source forge links failing randomly.
