Denied

In 2016, the Houston Chronicle looked into why Texas' special education rate was so low. What we found shocked us: in 2004, Texas arbitrarily decided what percentage of students should get special education services and tens of thousands of students paid the price. Now, the Chronicle is making the data we collected for this investigative report available to the general public.
