The Debtor Group configuration page has links to see all the debtors within a debtor group. It does not manage the time period of the registry, though, leading to some pretty confusing results if the patient has limited the registrations to the current day by default.

We should add the option to filter the Patient Registry on "all time" if the user has followed the debtor groups link.

This commit fixes the links to the Patient Registry from both the Debtor
Groups and Patients Groups.  Both links now allow the registry to show
the period from 'all time'.
