Add pip requirements.txt for the things required by Grunt, update various docs

Changes

• Closes Include pip requirement.txt in Largo #1359.
• Partially invalidates update grunt dependencies, a WIP #1560 by removing a handful of dependencies, but we'll need to revisit that one in a later release.
• Removes a lot of oooold vagrant instructions from the setup docs.
