Inventory: Address all "linking" data in DV issues in github

As users ask about linking data across collections in HDV, we are reminded that this feature was "buggy" and thus we removed the "user" UI capability and made it a super user feature. There are a number of bugs, and feature recommendations issues related to this feature.
