## Governance

According to the Business Dictionary, governance is defined as:
A core aspect of the InnerSource framework is the governance model. Good governance is essential for the success of any project, and InnerSource is no exception.

>Establishment of policies, and continuous monitoring
>of their proper implementation, by the members of the
>governing body of an organization. It includes the
>mechanisms required to balance the powers of the
>members (with the associated accountability), and
>their primary duty of enhancing the prosperity and
>viability of the organization

In open source, governance is described in the "governance
model" document, defined by [OSSWatch](http://oss-watch.ac.uk/resources/governancemodels) as:

>A governance model describes the roles that project participants
>can take on and the process for decision making within the project.
>In addition, it describes the ground rules for participation in the
>project and the processes for communicating and sharing within
>the project team and community

Usually the governance model is a written document containing:

- project goals

- work, management and collaboration infrastructures definition

- people roles and responsibilities definitions

- community support mechanisms

- decision making process policies description

- contribution process policies description

- monitoring policies and mechanisms description

Given this context, I question whether or not linking to this file is the right approach.

We need to fundamentally decide if a hard copy of this book is a project goal. If it is, then we need to refer to the content with footnotes as suggested.

I think that online book is what we're going for.

I would also say that an online book (effectively just a website) is our current target format.
gitbook provides us this format, as well as the possibility to do a PDF export, where links will likely be clickable as well.
