Update of CODE_OF_CONDUCT.md file

There were certain readability issues in the CODE_OF_CONDUCT.md file and here are the changes made to rectify them :

1. Added colons to main headings to separate them from rest of the content.
2. Bold text to highlight subtitles.
3. Broke content down into readable bullet points.
4. Added email contact of Project Admin under the 'Enforcement' section which was initially missing.
