WIP

Summary

Update Hercules site config for release/1.5.1. In particular, change MPI library from openmpi to mvapich2 with GNU on this platform due to ongoing issues with openmpi.

Testing

Tested on Hercules with ufs-weather-model (in/for ufs-community/ufs-weather-model#1920)
