I think the MR is just 1, rather than 1000:

Ratiile mici pot avea consecinte grave, inclusiv dezactivarea contului. ( ratie mica  =  < 0.500 )
Stergerea torrentului din clientul dvs. se poate face numai daca aveti o ratie minima de 1.000 per torrent.

For whatever reason, when using auto-translate 0.500 stays as 0.500 but 1.000 becomes 1,000.

Also an MR of 1 seems a lot more reasonable 😋
