Only configure synchronisation for frames, that contain actual pending UIKit changes.
Testing
Test: check that iOSBugs/UIKitRenderSync doesn't freeze when trying to tap into TextField on 120hz devices.
Issues Fixed
Fixes: freeze when no implicit transaction is available.
