Would be good with a rebase + test. The NEWS entry should probably be moved to HISTORY as well. |

This needs to be put into the release-1.11 branch. Since that branch has been cut i am not sure how to make this PR right for porting |
Just move the NEWS entry to HISTORY and rebase. Should be good to be backported after that? |

…for Project.toml (JuliaLang#53356) Closes JuliaLang#53352 I also noticed it wasn't mentioned in the NEWs.md and so I added it . Reconciling the relative path behavior, with the search upwads behavour requested in JuliaLang#53352 is a thing.
