Summary
Adds an ingestion config with Issues, Projects, Users. This will allow them to be excluded from the integration.
Also breaks up the Issues step to allow for the scenario where Users or Projects are excluded and those issue relationships are skipped as well, but the rest of the Issues steps complete as normal.
