Moved our ISSUE_TEMPLATE over to the new GitHub system so users get an option to post a Bug or Feature report.

Also moved over our code of conduct and contributing guidelines to the new system.

This might be even more beneficial in the NetKAN repo, since those reports can range from bugs to enhancements to mod requests.

I just found this on GitHub Help:
https://help.github.com/en/articles/creating-a-default-community-health-file-for-your-organization

You can create default community health files, such as CONTRIBUTING and CODE_OF_CONDUCT, for your organization. Default files will be used for any public repository in your organization that does not contain its own file of that type.

If we create a .github repository in our GitHub organization, we could add the ISSUE_TEMPLATE (and others) to it. That template can then be used over all our public repo's. That means I have to move the files from this PR tto that new repo, so we don't overwrite the files here.

Do we have a page where people can sponsor us? I only found the patreon page for CKAN from @pjf. Or should we still use that page?
