New ens_tracker.v1.1.15.6 tag installed on supported platforms. Adds Jet support and moves package to use new EPIC-installed hpc-stacks on R&Ds. Refs NOAA-EMC#1463
Create fix_file.md template file for new fix file request issue. This should help formalize the process and document updates. New issue will auto-assign to @KateFriedman-NOAA and @WalterKolczynski-NOAA (the developers with access to make fix files changes). Fixes NOAA-EMC#1492
