To reproduce the problem (i'd do this with just master first to make sure you're hitting it):

1. Create a puppet repo
2. upload two modules of the same name (i.e. two puppetlabs-apache modules, 1.6 and 1.9)
3. Assign your capsule to some lifecycle environment
   4.) Create a content view and add one version of the module to it (i.e puppetlabs-apache-1.6)
4. publish and promote to that lifecycle env. Confirm that the capsule synced without error
   6.) Change the version of the module in the view to the 2nd version (i.e puppetlabs-apache-1.9)
5. publish the content view and promote it to the lifecycle env.
