Add SOT-563

Add SOT-563 package, aka TI DRL. Also added to generator scripts: easyw/kicad-3d-models-in-freecad#170.

@whitequark if you fix fp_r = 0.0, so we get a pin 1 indicator I will merge it :)

Done--I've also updated the SOT-553 package, which suffers from the same lack of pin-1 mark.
