This release updates a lot of things in the background. It requires you to reinstall the plug-in.

• Upgrade .NET Framework to 4.8
• Update plugin to latest version based on https://github.com/RenCloud/scs-sdk-plugin
• Remove support for 32-bit versions of ATS and ETS2
• Improve SVG support
• Make Local Radio fetch stations and images via HTTPS
• Remove automatic firewall exception
• Miscellaneous fixes

If you are coming from v3 or below, you may want to remove the old plugin yourself. It is the Steam\SteamApps\Euro Truck Simulator 2\bin\win_x64\plugins\ets2-telemetry.dll file.
