add annotation and kubectl version

What this PR does / why we need it

• Allow to choose which kubectl location to install Stateful set pulls kubectl binaries from public urls #25
• Allow to choose which kubectl version to install
• Allow to annotate Service Account [feature] allow specification of serviceaccount metadata.annotations #26 so you can use with EKS
• Allow to annotate Secret so you can use with Hachicorp Vault
