[Bug] Current Charging doesn't work on held items #617

It works fine on blocks, but when I try to charge an item, nothing happens. Tested it with Ender IO things like The Ender sword with the basic upgrade to give it a battery.

Do the ender IO items run on IF energy? If not, it probably won't work.

They use RF, I think? I noticed on another issue that this was a known issue for a while now, when charging blocks was fixed, it broke charging items. And it works on RF blocks just fine.

Confirmed with a Flux Capacitor from Thermal expansion as well.

Works on the Lead Cell with no issues, just charges it REALLY slow.

There is indeed, no item charge manager for RF energy. I think we can add one.
