To fully implement LaxarJS/laxar#186, we need to support bundling layout assets from theme folders.

Implemented on master (v1.0.0).

Upgrade Information

The grunt-laxar task css_merger now supports layouts within theme folders. This corresponds to the runtime support that was introduced with LaxarJS/laxar#186.
