this is a major FFmpeg(x) rework that enables all major decoding and encoding possibilities including every possible HW acceleration

  • offers the possibility to use it for Tvheadends GPU transcoding (LE9) at Generic and RPi

  • adds working GPU transcoding for RPi0-3 at Emby Server

  • cleaner package

  • no qsv, nvenc and cuvid support included due the proprietary nonfree SDKs that are needed - only the free acceleration is available that supports Intel, AMD and RPi

pls be aware that AML is not yet tested (fix this tomorrow)
forwardport to master as soon we are "ready" :)

updated, build for Generic, RPi and Odroid works for me
still waiting for an upstream fix for Emby that GPU transcoding actually work for RPi

pushed emby update to current latest stable (3.2.33.0)
