In Kodi 17, if a user drops their Addons*.db there's a risk that
os.openelec.tvwill remain disabled (as this is the new default state for all non-system addons). There's no way to enable theos.openelec.tvaddon in the GUI,sqlite3would have to be used. So we must add this addon to the manifest.
