Implement expansion of [[wikilinks]], with the target wiki configured on a per-channel basis. Ideally also include the ability to set/remove interwiki prefixes that are recognized across the entire bot and point to a specific wiki. See also #3.

Also, maybe include a snippet from the target page's lead section, as HAL-9001 currently does when a link to Wikipedia is posted?

Partially done by 75f2a5c; still needs ability to configure per-channel default wikis (interwiki is already bundled in).
