Add to the data model the notion of a suggested topic for a subscriber. Analogous to Item holds, suggested topics can be accepted, where they become subscriptions/interests, or rejected, where they are discarded. Intended use-case is for 'agents' or other software functions to generate these, but they could be created by human operators.
