This commit updates the makefile with the PROD run commands for ECS, copied directly from the prod deploy in terraform. The three commands are required to run the prod infrastructure.

This is a very simple PR. It simply adds the copy/pasted commands from terraform for the prod infrastructure to the makefile.
To test, a user can, from this branch run the make commands with an aws profile in place with permissions, care should be taken however since this will run things in PROD!
