Clean up global ocean test group for large meshes #663

This merge contains various changes to the global_ocean test group that are needed to support large meshes like the RRS6to18 in #576.

Checklist

  • User's Guide has been updated
  • Documentation has been built locally and changes look as expected
  • Document (in a comment titled Testing in this PR) any testing that was used to verify the changes

This is needed for the RRS mesh to prevent out-of-memory errors.

This merge also adds the option to not set the PIO tasks and
stride in init mode.
This doesn't seem to work well with files in NETCDF4 format.

Testing

I ran the pr suite on Chrysalis using main as a baseline and all tests passed with BFB results.
