storage service update

storage service was initially added only with create and delete actions.
this issue adds the update/edit action, which enables editing all service details except for its provider (see video in ui pr)

• ui: Storage service update #8727 . note that it's branched from split service create capabilities to separate single select fields  #8700, which was approved but not yet merged
• core: storage service edit manageiq#22425
• provider: Storage service update manageiq-providers-autosde#223. branched from split service create capabilities to separate single select fields manageiq-providers-autosde#218 and was rebased on master after the parent was merged
• api: storage service edit manageiq-api#1216
