When I click on public layers in Beta I see this:

When I log in I see the data:

As a user, I expect that I can view layers and stories that are marked PUBLIC whether or not I'm logged in. See Permissions Table for a reference: https://github.com/MapStory/mapstory/wiki/Permissions-Table
