Bringing material version into line with angular version.
Also:

Avoiding tag reflow on hover - text-shadow doesn't alter the element size like bold does, but achieves the same end
Honoured the intent of clickTag - it only looks at tag values in the index list. This avoids a test failure where the click went to a tag in the header, which got intercepted by a tooltip
Avoiding tooltips appearing over buttons
