Refs #6215

The e2e-2.0 branch keeps state ephemeral while we're running e2e tests but we need to make that happen on when running e2e tests. We should introduce a e2e flag to the app to allow us to control e2e behaviour coarsely.

Somewhat related to #6364 which introduced IN_TEST. We'll want something similar for e2e-2.0.
