Fix setup.sh for restricted sudo-access #1434

I have restricted sudo access: I cannot use apt-key, make, and rm with sudo. Therefore I couldn't use setup.sh as is. Since sudo isn't really necessary for these commands anyway, I propose to remove sudo for some commands.

Furthermore it's unnecessary to add the llvm-snapshot repo beginning with Ubuntu 17 (and thus avoiding another sudo command).
