Adds a sample app and ReadMe for a WebView2-based application for HoloLens 2 devices. The project was built with Unity, so most of the files are incidental to that in environment.
Note that there are a few links to the Getting Started documentation for WebView2 on HoloLens which have not been published yet. That documentation is planned to go in this week.
