[Redesign] Notification list to see all notifications that were generated since starting the application

We have this non-disturbing notfications (see #1701) and once they are gone, we can't bring them back up.

Notification list to see all notifications that were generated since starting the application

Additional context
I am actually not sure if this is really needed, or only for a sub set of the notifications. It almost sounds like logs if we keep them in a list, only that logs currently not allow for a linked action
