This PR fixes #36 adding proj_data to built wheel and setting PROJ_DATA env var if not set.
Adds automatic builds for ubuntu and mac (both intel and arm) that are triggered on tag (pymeos-cffi-X.Y.Z).
Build workflow also generates a GitHub release and published packages in PyPI.
