Thx for the quick PR @nali After wondering why the freshly re-enabled caniuse-tests didnt notie the discrepancy I fixed some stuff in those tests. So could you rebase your PR agaisnt the latest master and check if the test suite (grunt browserResults) works for IE now correctly? |

Allows for different browser implementations of the CSS.supports method for custom properties by checking for either a condition, or a property and value set.
Fixes #2383.
