About The Pull Request
Adds a new ability! Specifically; this is a massive QOL to discourage round stalling, called 'Forced Evolution', the concept of which dates back to codebases that (shall not be named).
In essence, it allows Vampires of any kind to forcibly expend blood to exchange for a rank-up. This means that they are encouraged to start killing and other antagonistic actions way earlier into the round (draining people for blood/etc). With a scaling cost, and a cap.
Why It's Good For The Game
This should be a default feature. Subject to heavy balancing depending on how playtesting goes.
Makes Vampire gameplay more than an AFK Sim.
