Brief overview of PR changes/additions

This reorganizes the setup scripts for Windows a little: all functions are defined in an own script, which can be sourced easily. This allows using single functions independently, which I'd like to use when preparing build docker images.

Motivation for adding to Mudlet

Other info (issues closed, discussion etc)

This allows us to use them singularly in a different context.

Cache was invalidated and it all worked on the first try... impressive!

(I haven't tested the final Mudlet build though)

Thanks for reminding me of the build cache! It now needs to be invalidated if the functions script is changed as well!
