Make UPP works with Rocky 8 on CSPs

As CSPs will totally move to Rocky 8 start 1/1/2024, we need to make sure UPP works with Rocky 8 before that day.

I ran into no issues during the AWS build, I can't confirm Azure or GCP until allocations are increased. I believe that will not be happening until at least after October 1st unfortunately.

UPP built successfully on AWS, GCP, and Azure. This PR should be good to go now, @WenMeng-NOAA FYI
