What new functionality do you need?

This is a place-holder issue for you to fill in the details of the work that needs to be carried out for creating restarts at forecast hour 6 starting with deterministic replay initial conditions and perturbations.
Please also include either in this issue any post-processing that needs to be carried out in this 3-hour forecast with respect to accumulated precipitation, etc.

Add ability to use GEFS replay ICs (#2559)

The PR allows the use of ICs from PSL's replay analysis. These replay
ICs will be used for GEFS reforecasting and SFS. Two main changes are
associated with these updates: (1) replay ICs being valid at 3Z, and (2)
the use of warm starts.

Resolves #1838
