This PR updates the ufs-weather-model tag for GFSv16.3.0 to
GFS.v16.3.0in therelease/gfs.v16.3.0branch. This tag includes the frozen precip density fix. Tag provided by @junwang-noaa and @HelinWei-NOAA .Tag updated in both
Externals.cfgandsorc/checkout.sh. Tested cloning and build on WCOSS2.Refs: #744
