Expand options for volcano info

The 2009 version shows only the regional NOVAC volcanoes. The 2011 unstable version allows user to select from all GVP volcanoes. It also allows new volcano to be added. This feature should be added to the 2009 stable version.

Upon talking to Christoph, it sounded like adding this feature is overkill. The program already allows addition of custom volcano through the 'Other' option in volcano drop down. Perhaps just need to add the 'Other' option when doing the initial 'Add'
