Consolidate installation methods and requirements list
This pull request consolidates the two methods for installing floris from source and maintains a single list of requirements. Previously, we maintained the setup.py list and two requirements.txt's. However, it is simple enough to use the EXTRAS requirements in setup.py and it is simpler to maintain a single list of requirements and versions.
This will update #613, #630, and #631.
Related issue
No issue, but the two lists of dependencies periodically get out of date.
