Why this feature is necessary:
Weighted averages more accurately represent transmission costs and distances for a given region/class/bin. Currently, we are using strict averages of the costs and distances across the different supply curve points.

A possible solution is:
Calculate weighted averages using capacity as the weighting factor.

Urgency / Timeframe
Low urgency.
