PHPUnit Version:
Composer Version: 1.10.26
Similar Issues:

Dependency Type:
Misc Info: Needs to install newer version of composer. > 1.10.26

Expected Behavior:
Build runs normally.
Current Behavior:
Runaway build, gets stuck in composer update process.
Solution:
By default, build uses Composer 1.10.26, need to use Composer versions 2.2.21 through 2.5.5 based on versions installed for PHP 7.1 & 7.3
