When nix-shell is run, it doesn't get $NIX_BUILD_CORES like regular builds do, so buildPhase is always single-threaded. It doesn't seem intended behavior, especially as nix-shell does accept --cores parameter. (EDIT: it's possible there are multiple related differences.)
