Converting manual to org with pandoc does not make much sense

For example, chapter eight is at the same level as part two.

Another example, "Chapter 1. About Nix" and "Multiple versions" are both h2.

But we're not using pandoc...

My usecase for pandoc is reading the manual at https://nixos.org/nix/manual/. I find it too long to read and navigate in a browser. I prefer to read long webpages like this in Emacs via org-mode, like so:

$ pandoc https://nixos.org/nix/manual/ -o nix-manual.org
$ emacs nix-manual.org
