Render the manual on pull-requests

Properly reviewing pull-requests that tweak the manual require rebuilding everything, just to make sure that it renders correctly. It would be nice to have the CI expose the built manual one way or another (even if just as a downloadable tarball) so that we can directly check it out from its result.
