Problem

The maintainer team now has a clear process where we label issues with idea approved if we would appreciate an implementation by outside contributors and offer support and reviews in order to getting it merged in a reasonable amount of time. This is currently not documented anywhere.

Proposal

Document the process in the maintainers' handbook and provide entry points for contributors, such as the README and possibly the manual.
